Independent design review and consulting on Law 400, Law 1796 and NSR-10.
Scope. Independent review of structural designs prepared by others, under Law 1796 of 2016, and consulting on the application of Law 400 of 1997 and NSR-10.
Method. The review issues an opinion on what complies and what does not, with the code reference for each observation. It applies to the owner or contractor before construction starts and to the designer before submitting for a permit.
Coordination and consulting. Coordination of the structural design with the other technical studies of the project, and interpretation of the code in cases the regulation does not address directly.

Life safety, code advisory and supervision in one minute
An eight-storey office building taken through NSR-10. Title K sets two exits and 1.20 m stairs, and the hydraulic model gives nine minutes to evacuate 960 people. Title J calls for a two-hour fire rating: the thermal analysis of the slab shows the reinforcement failing at 82 minutes with 20 mm of cover and holding with 30 mm. The independent review that Law 1796 requires above 2,000 m² identifies a soft first storey and defines its correction, and on site technical supervision keeps quality, cost and schedule under control through concrete acceptance and earned value.
